The developer pays charges exceeding $200, Terrell said, adding the city has saved developers and builders a minimum of $10,000 in outside engineering review fees in the last two years by providing in-house reviewsTerrell was hired in May 2005 by former Mayor Jonathon Long. Howard was elected in November. He also served as mayor of Gravette from 1995 to 1998.Howard said Wednesday that Terrell's resignation could result in problems for the city, because, "I haven't really been here long enough to know what's going on," Howard said. The City Council met Wednesday in a special meeting to discuss what to do, but it is unclear whether Howard and the council knows how the other feels about Terrell or what should be done about his resignation.
